OF SITUATION:
On 17 October 2013, human rights defender, Malú García Andrade received two anonymous phone calls while in
the Senate in Mexico City in which the caller identified her two children by
their clothing and their location and told her they were going to be abducted
and killed.
Malu
García Andrade and her children are supposed to be accompanied by body guards
as a result of a protection order from the Inter American Court of Human Rights
and implemented by the federal government. At the time of the threat she was
accompanied by one body guard but not the second who was assigned to her. The
other bodyguards assigned to her children were not on working. In recent weeks,
she informed Amnesty International, she had been told by federal authorities
applying the measures that bodyguards were gradually being reduced with a view
to ending protection measures.
In
the face of the immediate threat to her children, she sought assistance from
the government of Mexico City which sent a patrol car to her home where he son
was. The patrol car did not inform the son that it had check the premises or
stay to guard against any potential attack.
Later
the same day a representative of the Federal Interior Ministry human rights
unit accompanied her to the Federal District prosecutor’s Office to file a
criminal complaint regarding the threats. She believes they may be connected to
her work supporting relatives abducted and murdered women in Mexico City and
surrounding states. Malú García Andrade had been previously forced to flee
Ciudad Juárez after receiving threats in connection with her human rights work.
RECOMMENDED
ACTION:
Expressing
concern for the safety of Malú García Andrade and her two children and calling
for the protection measures to be strengthened to ensure their safety in
accordance with their wishes;
Calling
for a full investigation into the threats against her family and into the
apparent decision to reduce or remove the protection measures available to her;
